THE OPPORTUNITY | We are seeking a Senior Analyst candidate to join our New York office as part of our Inclusive Cities practice.

The Senior Analyst role is a mid-level opportunity for professionals with 4-6 years of professional experience. The Senior Analyst, alongside all analytical staff, forms the foundation of our team-oriented and collaborative structure and helps to drive our rigorous approach to our work. Day-to-day tasks range from project to project and often include:

  • Conducting policy research and analysis to help craft and support recommendations on behalf of our clients
  • Designing, conducting, and summarizing stakeholder interviews in support of our client’s objectives
  • Facilitating client and stakeholder meetings with clarity and inclusion
  • Helping execute community engagement projects in ways that are consistent with our values and approach
  • Managing stakeholder groups and commissions, in support of our projects
  • Deputy project managing and engaging with clients and, on certain projects, directing Research Analysts and Analysts on project-based task assignments and providing training support to them
  • Preparation of concise recommendation memos in areas from equitable economic development

COMPENSATION | The annual salary range for this position is $101,000 to $114,500 plus the opportunity for a year-end bonus. Where an offer falls inside the pay range is dependent on experience. THE OPPORTUNITY | This role presents an exciting opportunity for an experienced and skilled candidate to showcase their expertise and make a significant impact. As the Senior Manager of Finance and Accounting, you will have ownership of key finance and accounting processes and be responsible for ensuring accurate timely accounting reporting. You will lead a team, mentor staff, and guide them toward professional development, fostering a culture of continuous learning and excellence. Additionally, you will have the chance to implement process improvements, drive efficiency, and contribute to the overall growth and success of the company.

The volume of work is growing and includes processing $60 million in top-line revenue and client invoices across 500+ active annual projects for the Accounts Receivable team, processing $38 million in operating expenses and vendor bills for the Accounts Payable team and managing payroll transactions of approximately $24 million per year. The AP team handles around 800-1,000-line items per month related to corporate credit and banking transactions, as well as regular Accounts Payable (AP) and Business Operation Expenses.

RESPONSIBILITIES | The Senior Manager of Finance and Accounting is a mid-level role for someone with 6 – 8 years of professional experience who will own the core accounting and financial compliance workflows and management of the accounting team.  Under the leadership and direction of the Chief Operating Officer, collaborates in driving internal stakeholders to align with financial objectives of the firm.

Day-to-day tasks range from project to project and include:

  • Overseeing all aspects of finance and accounting, ensuring accuracy, compliance, and timely reporting.
  • Management of the accounting team to ensure quality of work and performance, and drive results aligned with Management’s business financial strategy and needs.
  • Fostering a culture of mentorship and guidance within the team by providing support, training, and knowledge sharing across the Accounting and Finance function.
  • Ensuring that the Accounts Receivable (AR) team processes invoices and ensures timely collections.
  • Supervising the Accounts Payable (AP) payment processes and ensuring that the AP team accurately codes transactions.
  • Overseeing cash expenditure aligned with firm goals and cost management principles.
  • Maintaining the general ledger through reclassifications, reconciliations, and adjustments.
  • Managing the general ledger, including preparation and posting of journal entries for accurate reporting.
  • Coordinating and performing fiscal month, quarter, and year-end closing activities.
  • Completing reconciliations for bank accounts and recording necessary adjustments.
  • Updating monthly invoice tracker, Open AR list, Backlog values, and dashboards.
  • Manage the operating budget, including monitoring, tracking and evaluating the development of the firm’s operating expenses against approved budgets and provide strategic recommendations and analytical insights to prevent drastic variances of forecasted results.

THE ROLE | HR&A Advisors is seeking a strong project manager to join our Los Angeles office and help build our Equitable Economic Development practice. Competitive candidates will bring 8 years of experience in a field that intersects with urban policy and planning, deep history and strong industry connections in California or a specific field of community development, economic development or economic justice, and an understanding of the interrelated systems that perpetuate racial disparity and inequitable economic development. The Director, Equitable Economic Development will manage projects, build trusting and productive relationships with clients and stakeholders, and find creative ways to be of service to a diverse list of clients. The Director will support the development of Partner Judith Taylor’s work in equitable economic development and equitable transit-oriented and real estate development, anti-displacement strategies, and wealth generation. The Director will support authentic community and stakeholder engagement, lead analytic assessment and strategy development to help determine and provide knowledge of the economic tradeoffs related to development and policy to better empower the community.

THE OPPORTUNITY | HR&A’s Knowledge Economy Practice is rapidly growing its embedded management work, which involves assisting innovation districts and knowledge communities by offering strategic guidance and bolstering staff capacity through operations, analytical, and implementation support. This position will primarily support real estate development advisory and day-to-day operations for one of the most significant, non-profit led, real estate projects in the Southeast. THE ROLE | HR&A’s Knowledge Economy Practice is seeking a Senior Analyst to assist in providing embedded management services to our clients, with a focus on providing real estate development advisory and overseeing day-to-day operations for a project in the Atlanta region. This role will be based in our Atlanta office. The Senior Analyst will work closely with Partners, Principals, Directors, and Analytic staff in the Knowledge Economy Practice across all HR&A’s offices.

Senior Analysts are mid-level professionals with 4-6 years of professional experience and own the substance of our client work products. Day-to-day tasks range from project to project and often include:

· preparation of real estate pro formas for a range of uses, public-private structures, and land valuation

· demographic, economic, and market analysis

· case study research

· non-profit governance and board management

· econometric modeling

· community and stakeholder engagement

· project coordination with consultant teams, and

· collaboration with external partners

Senior Analysts also help prepare written reports, presentations in PowerPoint, and Excel models for clients, engage with internal and external partners and clients directly to move forward collaborative work streams. They also often play a managerial role, directing Research Analysts and Analysts on task assignments and even providing training.

EXPERIENCE REQUIRED | Successful candidates will bring strong analytical, project management, and relationship management capabilities aligned with the roles and responsibilities described above, including:

THE ROLE | HR&A Advisors is seeking a strong project manager to join our Los Angeles office and help build our Inclusive Cities practice. Responsibilities of the Broadband and Digital Equity Principal will also include:

  • Close partnership with the Managing Partner to support the growth, strategy, and concurrent priorities of the Broadband and Digital Equity practice
  • Serve as a leader in the practice by building external and internal relationships, as well as identifying and implementing new project types and services that can help serve those on the front lines in the work to close the digital divide
  • Represent HR&A and the Broadband and Digital Equity practice externally at events, professional associations, and in networks
  • Develop and manage tools and methodologies that support the growth of the practice such that the firm’s overall work and other practice areas are enriched
  • Engage in internal firmwide activities that advance HR&A’s commitment to Anti-Racism
  • Train and mentor staff across the practice, including in multiple offices and remotely

EXPERIENCE REQUIRED | We are looking for candidates with management and leadership experience in the public, private, or non-profit sector, deep curiosity about the broadband and digital equity challenges facing communities today, and a passion for equity, economic development, and systems change.

Successful candidates:

  • Possess exceptional critical thinking skills, a deep curiosity about the challenges and opportunities of broadband and digital equity work, a data-driven and implementation-oriented mindset, and a commitment to proactively address and advance racial justice, equity, and anti-racism
  • Bring a strong background and/or foundation in public policy, economic development, city, state, or federal government, political campaigns, or nonprofit or institutional management as an important reference point for our work
  • Bring experience in consulting or comparable client-facing functions in a relevant field and/or a leadership setting such that they can demonstrate ability to manage multiple projects at one time in ways that are impactful, adaptive, and persuasive
  • Experience managing fast-paced, collaborative project teams
  • Possess substantial writing and presentation skills, sufficient poise for direct client interaction, and mentorship capabilities
  • Are ambitious and creative about new ways in which our firm’s knowledge and expertise can be deployed

COMPENSATION | The annual salary range for this position is $149,500 – $172,000  plus opportunity for year-end bonus.  Where an offer falls inside the pay range is dependent on experience. We offer competitive compensation packages, based on qualifications and experience. The Practice | Over the next decade, the federal government, states, localities, philanthropies, and private businesses are projected to spend $200 billion on new broadband and digital equity programs. HR&A’s broadband and digital equity practice is built to provide a full suite of strategic planning, staffing, program management, and implementation services to maximize the impact of this historic funding.

Whether we’re helping State Broadband Offices deliver their broadband and digital equity plans, supporting municipalities to structure public-private partnerships and digital inclusion services, or building capacity in community anchor institutions and nonprofits, our work is focused on designing and delivering sustainable programs and partnerships that close the digital divide and promote economic opportunity for all.

THE OPPORTUNITY | The Federal Government will spend at least $2.75 billion over the next six years to design, develop, and deliver Statewide Digital Equity Plans as well as municipal and community-based programs to ensure that historic investments in universal, affordable broadband access build more inclusive, dynamic, and equitable economies, education and healthcare systems, and government services. Our team is leading or supporting several such efforts for states, counties, cities, and nonprofits across the country, and we are seeking exceptional talent at all levels to help conduct research, advise on, develop, produce, and manage digital equity plans and programs that make measurable impact to close the digital divide in these communities.

The planning process includes assessing needs, including through robust interagency, intergovernmental, and community engagement, developing measurable goals and objectives, quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development, education, healthcare, workforce development, delivering essential services, and engaging stakeholders.

The Analyst, Digital Equity Programs will support the design, development, and delivery of Statewide Digital Equity Plans as well as state, municipal, and community-based programs. Analysts are ambitious professionals typically with at least 2-5 years of professional experience who are core to our project teams and responsible for a broad range of tasks and bring diverse experiences and deep due diligence to our work.  The Analyst, Digital Equity Programs will be dedicated to HR&A’s Broadband & Digital Equity Practice, with a passion for delivering equitable outcomes of internet access in communities across the country. Primary tasks may include, but will not be limited to:

  • Assessing digital equity needs, including through robust interagency, intergovernmental, and community engagement processes, and collaborating with the firm’s digital equity data team
  • Supporting the development of measurable goals and objectives for successful, equitable program design, investment prioritization, and implementation tracking
  • Quantitative and qualitative analysis on how digital equity impacts a jurisdiction’s priorities in other areas such as economic development or education
  • Supporting the design of effective programs and policies for closing the digital divide, tailored to the distinct dynamics of the communities they are designed to serve
  • Collaborating with digital inclusion service providers, including libraries, schools, community-based organizations, and national nonprofits
  • Supporting the management of direct service delivery by digital inclusion service providers
  • Scoping, structuring, creating, and reviewing client deliverables, and producing high-quality on-time results, including presentations and briefing books, digital equity plans and reports, analytical memos, and meeting minutes
  • Promulgating best practices for digital equity program design in communities across the country, including supporting new business development pursuits

Preferred Qualifications:

  • A clear passion for and experience in digital equity policy and programs
  • Experience with promoting systems change in government and economic empowerment, and/or capacity-building in community anchor institutions and community-based organizations
  • At least two to five years of experience in government service, management consulting or comparable client-facing functions in professional services, or other relevant experience in the broadband, digital equity, or economic and community development industries
  • Bachelor’s degree (master’s preferred) with a focus on public policy, economics, business, or other closely related fields
  • Exceptionally strong written and verbal communication skills and ability to represent the team with members of the digital equity ecosystems in which we work
  • Demonstrated capacity for leadership, critical thinking, and creativity
  • Experience managing fast-paced, collaborative teams and projects, including scoping, structuring, creating, and reviewing deliverables
  • Ability to work across assignments, including managing multiple project workstreams and deadlines
  • Exceptional ability to engage with and earn the trust of local leaders, community leaders, and businesses on complex broadband issues
  • Desire to help build the Broadband & Digital Equity team’s consulting and program management business, improving the quality of our work and expanding our impact
