Miles Orr

Senior Analyst

Miles brings experience in long-range planning, economic development, transit-oriented development, and housing policy.

Prior to joining HR&A, Miles was previously employed by the City of Los Angeles where he worked on long-range planning in the San Fernando Valley and the application of the City’s new zoning code. During his time there, Miles collaborated closely with community stakeholders to shape a vision for the future of neighborhoods in the City of Los Angeles. He tackled urgent issues including affordable housing, revitalization commercial corridors, and sustainable environmental practices. Before his time with the City of Los Angeles, Miles worked as an analyst with a primary focus on economic development and land use strategies throughout Southern California. This work included updating economic strategies, performing market analyses, and recommending land use interventions to reach housing and economic goals.

Miles holds a master’s degree in Urban and Regional Planning from the University of California, Los Angeles as well as a bachelor’s degree in Political Science from the University of California, Santa Barbara.
