As a Senior Analyst based in Austin, she provides strategic direction, project management, and analytical support across initiatives focused on technology adoption, inclusive economic development, and organizational transformation. Her work connects policy design with on-the- ground implementation, helping clients translate ambitious goals into actionable programs that reflect community priorities.

Janine has played a key role in several of HR&A’s most significant digital equity and statewide technology engagements. She co-led the development of the Texas Digital Opportunity Plan and served as HR&A’s primary representative in communities across Texas, leading stakeholder engagement and building partnerships critical to implementation. She has also supported program design and implementation for state and national digital equity initiatives, including advising on grant programs that have unlocked millions in federal funding.

In addition to her technology-focused work, Janine brings her extensive background in public policy and politics, experience building relationships and partnerships to drive influence, and executive management to her projects. Before joining HR&A, Janine led Indeed’s criminal record-clearing efforts as part of their Social Impact team. She also served as the Director of Community Engagement for Austin Mayor Steve Adler, focusing on developing and delivering equitable strategic initiatives and policies. She has a Bachelor of Science in Urban and Regional Planning from the University of Arizona.
