HR&A provides intensive support to the City of Los Angeles, for which we created the first-ever performance oversight system that helps the City track and improve the impact of its investments in homelessness response.  In the city with the most people experiencing unsheltered homelessness in the county, the goal of our work is to provide clarity for LA City leaders and the public on the effectiveness of funded strategies and identify opportunities to better align investments with impact.

Supported by a philanthropic donation to the City of Los Angeles from the California Community Foundation and the Hilton Foundation, HR&A produces robust monthly reports on the impact of street outreach, temporary shelter and housing, and permanent supportive housing. HR&A works across departments and jurisdictions to improve performance – work that has helped over over 1,500 households move into permanent supportive homes and reduced the number of people exiting shelters quickly and returning to unsheltered homelessness. To sustain strong, centralized performance oversight, HR&A has also supported the Los Angeles Housing Department to structure its new Bureau of Homelessness Oversight.  

To advance the City’s goals, HR&A structured a new program that will provide 24 months of rental subsidies and intensive case management to 2,000 households, helping them transition from homelessness to permanent housing. HR&A also supported City leaders in their regional engagement by providing research and analysis – and meaningfully engaged over 100 stakeholders, including people with lived experience – to create the 135 regional performance measures adopted by the Executive Committee for Regional Homeless Alignment in December 2025.
