North Valley THRIVE (Regional Jobs First Collaborative)
HR&A Advisors serves as Sector Investment Coordinator for the clean energy sector in California’s North San Joaquin Valley, supporting the region’s transition to a resilient, carbon-neutral economy. Working with North Valley Thrive and regional partners across San Joaquin, Stanislaus, and Merced counties, we are advancing implementation-ready strategies that connect clean energy investment with workforce opportunity and industrial growth.
HR&A is conducting an industrial lands analysis to identify and position priority sites for clean energy development, streamline permitting pathways, and strengthen coordination among utilities, jurisdictions, and property owners. We are also developing a regional nuclear fusion roadmap to leverage proximity to Lawrence Livermore National Laboratory and university research assets, positioning the region to attract pilot facilities, supply chain investment, and innovation campus opportunities. Through industry convenings and stakeholder engagement, we are building alignment across labor, agriculture, community-based organizations, and public agencies to accelerate project readiness and regional competitiveness.
By integrating land use strategy, emerging energy technology, and workforce alignment, HR&A is helping the North San Joaquin Valley compete for major state and federal investment while creating pathways to high-quality jobs and long-term economic resilience.
