Connecticut Department of Transportation (ConnDOT)
In collaboration with HDR, HR&A is supporting the Connecticut Department of Transportation (CTDOT) in the solicitation of a development team to oversee the redevelopment of the Stamford Transportation Center (STC), the busiest passenger rail station in Connecticut and the gateway between downtown Stamford and its burgeoning South End district.
Following an initial market analysis of opportunities and trends in the neighborhoods adjacent to the STC, HR&A prepared a non-binding Request for Expressions of Interest to solicit ideas for a more integrated set of station improvements and private, mixed-use development opportunities, to learn what types of project delivery models may be optimal to achieve CTDOT’s goals and achieve an appropriate risk balance, and to assess market interest in the joint development. HR&A led two workshops with the client and project stakeholders to define a vision, project scope, and delivery models for the solicitation. HR&A supported CTDOT in developing an RFP as the first stage of a progressive design-build solicitation, which was released in August 2025.
