HR&A played a pivotal role in the launch and development of La Liga, a nonpartisan groundbreaking network uniting mayors across Puerto Rico to drive coordinated, long-term recovery and resilience. Working with the Center for a New Economy, the Ford Foundation, and the Open Society Foundations, HR&A shaped La Liga’s structure, leadership, and strategy—creating a platform for cross-party municipal collaboration in the aftermath of Hurricane Maria.
Commissioned by the European Bank for Reconstruction and Development (EBRD) and Ankara Metropolitan Municipality, HR&A led Türkiye's first LVC study — a landmark assessment that built the legal, regulatory, and financial case for land-based transit financing along Ankara's planned metro lines and established a replicable model for metropolitan municipalities across the country.
HR&A's comprehensive market assessment for Kingston's waterfront helped structure a $12 million World Bank loan that will transform 85 acres along Ocean Boulevard with a 1.1-mile multiuse waterfront park. Working with Archer and Associates Consultants for Sustainable Cities on behalf of the World Bank's City Resilience Program, our feasibility analysis and financial modeling positioned this project to improve public space access, foster social cohesion, and attract private investment benefiting over 700,000 residents.

On behalf of the Inter-American Development Bank, HR&A developed a first-of-its-kind dynamic tool to evaluate transit-oriented development potential and project land value capture revenues across a planned 15-municipality commuter rail corridor in San José — delivering a standardized, replicable methodology that can be applied to any station along the line.
HR&A created the business plan and implementation strategy for Konza Technology City (Konza Technopolis), a 5,000-acre innovation hub outside Nairobi that is transforming Kenya's technology sector. Working with the International Finance Corporation for the Government of Kenya, we established the Konza Technopolis Development Authority, structured the city's development framework, that continues provide real estate advisory services that are attracting investment to this catalyst for national growth.

On behalf of the Inter-American Development Bank (IDB), HR&A developed a land value capture (LVC) strategy to fund the infrastructure needed to unlock that potential — assessing market and financial feasibility, evaluating existing and proposed financing tools, and delivering tailored implementation recommendations designed for Ceilândia's specific legal, institutional, and market context.
On behalf of the World Bank, HR&A developed a land value capture strategy for the Mitre Commuter Rail Line in Buenos Aires — analyzing state-owned parcels, evaluating Argentine financing tools, and delivering a roadmap for public real estate monetization that could fund rail improvements and inform broader infrastructure financing policy across Argentina.
HR&A's benefits analysis for climate adaptation investments in Alexandria, Egypt informed the Government of Alexandria's presentation at COP 27 in November 2022. Working with the World Bank City Resilience Program, we evaluated and prioritized planned adaptation projects, estimating capital and operating costs alongside fiscal, economic, social, and environmental benefits to guide strategic climate investment decisions.
